Generally the only people who prefer hamon are the ones who got turned off from the transition in part 3 and haven't got much further than that. The majority of fans who've gotten to part 5 prefer stands over hamon so there's no reason for Araki to make it hamon again when the people who prefer it wouldn't read that far anyway. (part 2 is also generally considered pretty bad in the manga and it's the anime that salvaged it. The anime wouldn't get to a part 9 in at least a couple decades.)
