Bethesda and Zenimax clashed over ESO because Bethesda insisted they don't do multiplayer and that it goes against the core principals of an Elder Scrolls game, which why it's made by some studio of nobodies cobbled together by Zenimax and not Bethesda, why would they all of a sudden change that attitude within a couple of years?

ESO at least had engaging mechanics at launch, and yeah it was broken for a few reasons (hackers everywhere, boring adventuring in general, locked factions), but at least it told a cohesive story and it didn't really take them that long to fix it.

They can't do that with FO76 just because of the engine that it's using. It has too many restrictions, it's not meant for online play, and they can't really change too much without screwing up the setting. For instance, if they do add human NPCs like they are rumored to be planning, it will screw up the whole "you're one of the first survivors to exit the vault" aspect that would make it interesting for new players, unless they lock the other human NPCs behind a level/quest wall but that will screw things up for people trying to join their friends late in the game.
