The release date is probably going to be announced at the Game Awards.
At this point I think anything not already announced for a 2019 release is going to be a PS5 title.
It'll probably be released around September 2019. Depending on when the PS5 actually gets announced they'll probably have an enhanced port too. Sony definitely needs a 2019 PS4 lineup still. According to Kojima the game is already done, just needs polishing.
2019 is likely the last big year of ps4. Last of us 2 will probably be their last huge hype game for the platform. Ps5 seems all but confirmed for a 2020 release.
They still need a lineup for 2019 though. They can't go a whole year off of one game (unfair on my part, they have Ghosts of whatever and that Sekiro game coming out. hardly system sellers though). I'm certain Death Stranding will be released next year.
