If you have to download them separately, that's additive. The amount of space it takes up on the hard drive is largely irrelevant to that point, especially when we're talking about capped internet connections.

But it's not a free repair for anyone with a metered connection. Downloading that patch will cost many people their internet usage for the rest of the month. As they can't fix the problem in those cases, Bethesda can reasonably be expected to recall the dysfunctional product from those customers, which would include issuing a full refund.
