Steam is a consumers' best friend and would have little problem with refunds.

Steam shut them down when they tried to monetize mods made by other people for themselves.

Also, Steam takes a cut of every purchase, including micro transactions, which is the whole reason Fallout 76 was made, to try and make a fortune off of micro transactions like every other AAA publisher, but which so far, Bethesda has failed to do (the Creation Club is hated), despite numerous attempts, because most people don't pay for micro transactions in single player games, so they made a multiplayer one out of the pieces of Fallout 4.
