At least one chain in Valentine doesn't even start until well past Chapter 2, so it's kind of a crap shoot. I don't think any are missable, though in the case of one of the Strauss collections I had actually killed the target on my own while exploring so I just had to search the guy's house. Nice of them not to cut it off entirely for me. (Friend activities that originate in camp are super missable, though. Those basically are tied to the chapter they appear in.
