Because we cannot know. That's why we designated certain power relationships as completely unacceptable for relationships and sex, just to err on the side of caution. This includes guardians and teachers for very obvious reasons.

You can apply that to men and women as a whole as generally force can be exterted with fear as the cover. How is threat of no passing grade treated as worse than threat of physical harm?

AoC already exists to protect the incapable, everybody else has the means to seek defense under the law.
