If someone said "matter can be destroyed to create energy", I wouldn't say that they're wrong. Conversely, if someone said they created matter from energy, I would know what they mean. Creation implies that the thing in question appears out of nothingness, which is not the case Apparently according to quantum mechanics, matter can indeed be created for a short period of time.
