It's not semantics, the words literally mean different things.

If someone said "matter can be destroyed to create energy", I wouldn't say that they're wrong. Conversely, if someone said they created matter from energy, I would know what they mean. You can say that they're wrong, but I would know what they meant since most people aren't science people.

Destruction implies that the thing in question completely ceases to exist, which is not the case. Creation implies that the thing in question appears out of nothingness, which is not the case

Apparently according to quantum mechanics, matter can indeed be created for a short period of time. You'll have to research as I do not want to explain it nor am I an expert on it.
