My story quests I have are originally level 14, still in Athens lol. Have you still not done the Athens stuff? Jesus lol Ya lol. Every time I decide to do it, I get detracted by something else. My ship also has max hull haha. Yeah most of my ship was maxed out when I finished the game. Went hull first because I kept getting gold lieutenants. Once you have max hull and some basic levels of archer volleys and fire, you're honestly good.
