Topic	SFV will start using in-game ads on 12/11 and penalize players who turn them off

It's the former. It's something you can turn off in the game. So if you want you'll never see the ads at all and you'll keep earning the same amount of Fight Money as usual. If you CHOOSE to enable the ads then you'll earn additional Fight Money. So there's a reward if you choose to use it, and no penalty if you don't.
