I don't understand how it assigns servers or anything like that from the beginning at least. I know my guild does guild war with people between 580 and 589 since it shows the servers. You should be able to search for a specific server if you're just starting out since you won't lose progress. If you go to settings and click the one that looks like a monitor (second from the bottom) it should have a list of servers. You can scroll through and pick the one you want. I was able to go all the way down to server 1 by scrolling down to the bottom.
