I think that's fine.

It would be terrible if they were obscuring the actual test results by adjusting the SAT scores based on background, but it sounds like they're just introducing a separate metric to also capture a student's background, in addition to their current level of academic ability. So like the test still communicates the student's ability the same as it did before, but they're adding additional information in the form of this adversity metric. Also pointing out universities are still free to choose whether or not this metric even matters depending on what their own values are.

Obviously the argument for why this metric is relevant to college admissions goes something like "people from poorer backgrounds are likely to have received worse education, and so they have likely not received as good of preparation and will have their actual likelihood to succeed underestimated by the SAT score."
