No. Aside from the link level thing (so you can't ignore someone all game and then just magically take them on a bike ride and unlock it) it's more like the game marks certain events as "special" "special" events are: Their Chapter 6 Bond Event (Chapter 5 for Towa), the Bike Event, and also "spend at least 2 tickets on them at the festival." As long as you did any of those with a character, it counts. So anyone you used a bond point on in Chapter 6 will be available as long as their link level is high enough. So will whoever you took on the bike event. And also anyone you used 2+ tickets on. Again, as long as their link level is high enough which isn't that a high a bar for most of the characters. From a min-max standpoint you could intentionally spread that over like 9-10 characters.
