Even if that is true, why should the US care about that? Most other countries are largely irrelevant aside from trade, and they will continue to maintain their relationships according to what they can get from the US and how much its going to cost. Of course the US has to also be extremely mindful of potential threats such as China and Russia, so Americans should strive towards improving their relationship with them.

that's a completely different question

but the US has been and/or continues to be a major antagonizing force (easily the major antagonizing force) for a large portion of South and Central America, as well as the Middle East and various parts of Asia. calling those countries "irrelevant" is extremely short-sighted and US-centric.
