Kagero is much more suited to a specialist role thanks to Attack being her one standout stat, rather than the generalist build that her prf is trying to push her towards. I'd rather they kept her niche of having the only infantry-effective weapon in the game and simply improved it, since 5 Might is doing her no favours at all. I can only assume they tested something like that and decided it was too strong, although I can't see how it'd be any worse than some of the most op skills currently in the game.
