Well, you're probably struggling to remember because the game didn't make too much of an effort to explain it! Still one of my favorite moments in FFVIII is when Dr. Odine says that Ultimecia probably has a strong motive for wanting to compress time, but then goes, "But it doesn't matter." I mean, I guess as far as the heroes themselves are concerned, it really doesn't, but come on, man! Help the player out here!

Anyway, the basic idea behind time compression (or time kompression, if you prefer) is that past, present, and future all get compressed into a single, timeless moment. According to the game, only Ultimecia could truly exist in such a state, although, again, it doesn't really elaborate on why she can or why no one else could. Maybe because she's the one who cast the spell? I don't know.
