ok, but if the question was "is <thing> a <other really horrible thing>" and the answer is "yes, only not really horrible", what has actually been said? the term becomes meaningless if you can just move around what it means. who cares what term is used any more then.

the original question is really asking something like "could we get away with associating these with concentration camps for rhetorical purposes?"

questions that should be asked instead are something like "are these imprisonments justified", "what is the minimum standard of imprisonment", "are these prisons meeting those minimum standards", etc.
