Its using a term with a definition that meets the criteria. In reality, they are concentration camps, no matter how uncomfortable that makes you.

it doesn't make me uncomfortable, any conclusion (these camps are fine; these camps are terrible; these camps are technically "concentration camps"; these camps are technically not "concentration camps") is fine by me if it's accurate.

the use of the term "concentration camp" is what is misleading, since it's irrelevant. depending on the definition, the term could apply to both WW2 camps and these camps at the same time even if these camps are ok and WW2 camps are not.

if "concentration camp" is bad, then something about the definition is bad, and whatever that is, if the term applies to these camps, then that bad property must also apply to these camps. and in that case, it's the bad property of the camp that's the problem, not that the term "concentration camp" happens to or happens not to apply.
