Just ask her out. If she says no, then she says no. There's no reason for you to change your behavior about it. If anything, she may be interested but has a boyfriend or she's awkward but is still interested. And in the event she's just not into you, fuck it. Just move on and keep any exchanges with her short and professional.

Maybe I shouldn't have been so specific. My point is, she may even be interested in you but is in a situation where she isn't trying to pursue a relationship.

Don't do this. It's creepy to just give her a note with your name and number without saying anything first. Just talk to her and ask her out to lunch or something, or don't and forever live with the regret.
