and though nobody answered, and I'm not taking silence as an answer, I have a feeling the strongest weapons can potentially get locked out if you don't have enough of a certain stat

I completely feel you man. I haven't even spent any points on Angelo yet because I just don't know what I wanna do and I don't wanna screw up.
