So that's a fun way of splitting people into groups that are more American than others, and also of punishing people who are unable to serve. It's ostensibly to prevent future wars because no one actually wants to pay more taxes for war. Which isn't a terrible idea except if anything the tax doesn't go far enough and the government will just start wars anyways.
