No.... unless you're referring to number of appearances, at which point I can't remember how often Robotnik appeared in SA.
Not entirely sure on SM64, I have never played it.. I do know Bowser is a boss (last boss?) .. Eggman in SA is a boss several times
Crunching the numbers on Sonics 1-K and SMB 1-W, Robotniks got Bowser beat 10 to 1
You have multiple Bowser fights in SM64. And if you're counting SMB1-W, you need to include the *real* SMB2 -- aka Lost Levels in the US -- which also features Bowser fights at the end of each level. And if you really want to crunch numbers, you can factor in that there are probably more Mario games than there are Sonic ones.
Well, now we have to add the Master System/Game Gear Sonics to the list, and again, Robotnik appears at the end of each zone ---
