Aside from the random poles and a few structures, most of the terrain has a way to navigate without needing extra stamina, while it's raining. You just have to find that path. The once exception being the lantern quest. For that you have to just wait for a bout of clear weather, which can be done by resting at an inn, or campfire. Remember that campfires can be created with a stack of wood, and any flame source (flint and metal weapon, fire weapon, fire arrow, etc). --- "If history is to change, let it change!
