Yes, membership in the Nazi party is literally the sole criterion. That's why people simply worked with the Nazis were referred to Nazi collaborators instead of Nazis themselves, despite logically being the closest thing to a Nazi not actually called a Nazi (and many of those collaborators even held the same ideologies, but weren't able to join the party itself). Likewise, you're not a Democrat or Republican unless you're registered in those respective parties.
