You either need to be polling at or above a certain level nationally/in Iowa or New Hampshire OR have 65,000 unique donations. Candidates who meet both criteria are given precedence, though none of the excluded candidates met either criteria, IIRC. There will be another debate under the same criteria, but starting in September, they start raising the floor on candidate participation(not sure on polling, but you need 130,000 donations).
