Annie is still encased in crystal and deep under ground so if she ever did emerge and shift into a Titan she'd be buried under too much dirt and debris to get out. Armin name-dropping her was a callback to the end of Season 2 when he did the same routine that resulted in them getting Eren back (with an assist from newly-one-armed Erwin). No success this time since Zeke rightly convinced him it was a bluff, they couldn't torture her without her turning into a Titan. They probably could break the crystal if they wanted to, now that they have Thunder Spear technology, but yeah... opted to just leave it alone.
