Spikes were never a big thing in the early Mario games. I think 2 had some spikes on floors in a few levels, and 3 had some spikes on floors, ceilings, and a couple walls, but they were pretty uncommon. They were certainly not something you encountered frequently enough that you'd specifically remember the hitbox mechanics on them. The problem was not so much the hitboxes as it was Phil running into the spikes because he jumped too far (or not far enough). But that was, as he ranted about, the problem of the piece of shit controller he was using.

So the issues he had were:
-the spike hitboxes were wrong and unfair
-the level was designed to be literally impossible/the designer cheated
-the controller didn't work
-he couldn't concentrate because he had to shit so bad
