It suggests that the persons celibacy is beyond their control, something being done to them by outside forces rather than a personal failing. Thats why weirdo sadsacks adopted it as a label, it shifts responsibility from them. It should really just be for like... dudes with no dong who literally cannot have sex or bubble boys.

Is that really the connotation? I thought it was someone so socially awkward/inept that nobody wants to have sex with them (with a whole range of reasons, like "too shy to talk to a girl" or "so off-putting that no girl is interested"). So it's distinct from virgin or someone in a temporary dry spell, but still definitely a personal failing.
