The only reason to do is, is not to put out a female action hero, but to say "Look, we can turn James Bond/007 into a woman, how progressive!!!" James Bond/Daniel Craig is still in this movie. Its still about him. He is still the main character. There is no female James Bond. The story is that he is retired, and thus there is somebody else taking over his spot in the 007 role/job. But its still about him.
