If you inextricably link 007 to James Bond, you can have all of the other James Bonds (Connery, Lazenby, Moore, Dalton, Brosnan, Craig) be "canon" rather than just all belonging to the same person. It would create such a cool idea imo that all these secret agents actually have to be the womanizer/male dinosaur persona because that's what's being 007 (in-universe, not outside of it) is all about. If you then make 007 into a woman, the 007 doesn't mean anything. It's just a code-name, with no history attached to it, without legend.
