I love the weapons, but they have been muddled by poor platforming elements, dead-on-arrival humor, lackluster level design, and mediocre visual style. I got this game for $1 many years ago on a PSN flash sale, but never felt compelled to play it until recently. This actually is the second best in the series, and a legitimately good game. While a lot of the humor is still lame, Daran Norris is gold and had a high success rate relative to his peers. The big thing though is the expanded use of arenas and everything else being bite-sized levels. This significantly mitigates the issues brought on by the series' platforming and level design.
