The show's actually closer to 20 years old at this point. It was originally on the WB, not Cartoon Network. But the character was created in the 90s, as part of DC's independent "Milestone" imprint, which was itself basically an initiative to create a setting where most characters were minorities (mostly African-American). It kind of suffered from the killing blow of the comic crash of the era, and most of the characters were never really incorporated into the main DC universe due to complex rights issues, but after the Static cartoon was kind of a surprise success in the 2000s DC kind of brought the character into the main universe.
