Basically, you'd have to test it by picking a post that looks very much ToS-breaking and modworthy, then get multiple other people to mark it for you to see how fast it goes away. But you'd probably also need to arrange something like that in secret via PMs, because otherwise you could potentially get modded yourself for a post encouraging other people to mark posts, because that can theoretically fall under harassment or trolling itself.

Or you could just post an opinion to the right of TYT on 261 and see how long it takes to get gang modded by a resident mod there that literally provokes posters on various alts. Silencing your opposition by way of moderation has become the norm there to preserve the echo chamber. Then you can go to reddit to subject yourself to extrajudicial moderation on two forums instead of just the one...
