Clefairy was likely to be Ash's starter and Pikachu would have just been another mon but they felt Clefairy wasn't as marketable IIRC. So they changed Ash's starter to Pikachu and the rest is history. Notice how, in red and blue, Pikachu isn't special in the slightest? That's because originally he wasn't special.
