They screwed up by not having her around immediately post time skip. Hell, if you go down that route, Rhea should've been playable beginning in Chapter 12. If you're going to rob BE players of Edelgard and Hubert in Silver Snow, the least you could do is make it up to them by giving them a playable Rhea.
