Recruiting works roughly as follows:

Every character has stat targets they want: A Weapon/Armor/Flying/whatever Rank and a stat total. For Bernadetta, for example, she wants you to have a C Rank in Bow and 20 Strength. Support level lowers those requirements (how much depends on the support level and what the character was looking for)

So with a C rank support, Bernadetta's requirements go down to a C Rank in Bow and 16 Strength. For units that have a C+ or B+ support level that rank further lowers the requirement. At B support, Bernadetta's stat requirements are a D in Bow and 8 Strength. On NG+ if you buy the A support, the requirements are reduced to nothing so they'll join if you ask regardless.

However, once you reach B support with someone there is a chance they will approach you on a random day as time advances asking to join your house. This completely bypasses the stat requirements all together. You could never touch Bow rank and if Bernadetta chooses to approach you you can recruit her this way. This function is random though, if you have multiple people at B rank you could have a few of them ask you on any given week or none.

tl;dr: If you reach B Support with a character, there starts being a random chance they will approach you asking to join and this method ignores the stats they look for when you're asking them. When you're the one asking them, a higher support lowers the required stats you need to get them to join.
