You need to get the next tier weapon for your character. That is the #1 limiting factor. If a general isn't taking noticeable damage from your strikes, it's because you're not using a strong enough weapon. Weapons should always be priority #1. The other stuff, like the various items and (if I'm remembering 4 empires correctly) stratagems are nice to have but really not necessary.
