Dude is successfully pointing out obvious racism in the system. It's true we're all multiracial and these benefits should apply solely to socioeconomic background rather than simply race. The fact that we have to quantify how black you need to be to qualify for benefits says a lot about the inherent racism in the system. What percentage do we draw the line at? 25? 40? 62.3? It doesnt help that for the most part official documents tend to quantify Caucasian as being not black or Hispanic. This is used to separate out white people from everyone else but inevitably basically translates into if you have a black or Hispanic background then you are not white. This would in theory mean that someone who is even just 1% black should be legally declared black, and thus should qualify for all programs available to black people. --- Que sera, sera.
