Only by combining it with the principle of innocent until proven guilty does that add up to an exoneration. A trial does reach a conclusion. An acquittal at trial exonerates a defendant even if stronger evidence against him is later discovered. This would be an acquittal with a majority of the votes, without a need to rely on the 2/3 requirement. A complete and total exoneration which Trump would absolutely take as authorization to push the envelope much much farther.
