If this is "impeachable" then you're essentially giving any presidential candidate a retroactive carte blanche, since a sitting president wouldn't be able to investigate their past. The Obama Admin literally did this to Candidate Trump in a way more aggressive manner. Youre forgetting the asking a foreign government part. We work with foreign governments to investigate international crimes all the time.
