Or at least not right away. I wanna say I remember the example being a level 26 Machoke while the party was around level 12. It sounds like the "can't" is more... You'll probably die before you do, or not have the proper Pokeball, or not have it listen to you, anyway, and not a physical "can't." I thought I remembered them saying "physical can't" because the Pokemon came up with a special message saying that they were too powerful or something. But that was early in the reveals and I don't remember how it went exactly. Oh, maybe, then.
