The city itself is a huge highlight and is absolutely teeming with sub stories, minigames and all manner of oddballs to interact with. You're about at the point where the game will let you roam around without any streets being blocked, and you absolutely should! There's a ridiculous amount of fun to be had aside from the main plot.
