Maybe it's nostalgia, and I haven't played BW, but I vastly preferred Pokemusic when it was still using 8-bit sounds. I really don't like lots of the sampling they used after that.
I actually think all the soundtracks are roughly equal (besides DPP, anyway - I haven't played it, so I can't really say). It took me a while to warm up to the "modern" Pokemon music found in RSE and beyond, but now, I love it just as much.

Saying anything in B/W is better than RBY gym leader battle is sacrilege.
There are plenty of RBY tracks that deserve top placement. The gym leader battle? Not one of them, IMO.
