The only person responsible for a school shooting is the person who fired the gun. If a little girl gets run over by a drunk driver, is it the politicians' fault for not making alcohol illegal? The point that you are so fervently ignoring is that at eventually we have to start holding people in power accountable for not trying to do anything to stem the crisis the people are facing.
