Many moderate Republicans and Democrats would have already passed more severe gun legislation if they were in his place and all the other things you listed are nonsensical / not easily rid of if you focus too hard on budget cuts, hardcore fiscal conservatism, and the like you end up like Matt Bevin / Sam Brownback.
