if rom hacking is an option, I strongly recommend Crystal Clear

really that goes for anyone who happens to be reading this topic and hasn't played it yet

it's basically a soft 'open world' pokemon style game based on kanto and johto, using the pokemon crystal cartridge. you can choose to start in kanto or johto, there's lots of options for your character sprite as well as your starter (all kanto/johto starters, all of the baby pokemon, some others -- I picked vulpix as my starter). all of the forced team rocket stuff and other storylines that just slow down the game are removed. HM locking is gone. all areas can now be accessed at any point in the game. the levels of wild pokemon are dependent on the area, however, so going to some areas will be more dangerous. the gyms can be played in any order -- they scale to the number of badges you currently possess. you can re-challenge gyms in order to grind for EXP or money. trainers in the world also scale based on your badges. they've added some legit challenging trainers into the regular world exploration -- with teams of pokemon that have competitive movesets and stats.

probably some other great features I'm forgetting to mention. it really does basically everything right. I personally just love how I can essentially play pokemon RBY, but with all of the gen 2 stuff added, and not have to go through silph co. for the 50th time. it's a great option whenever you want to play some classic pokemon just for the sake of nostalgia.
