Congress did some extremely fuzzy math to shoehorn it in under reconciliation which was transparently not a realistic projection. As for the rest of the stuff about the lobbying - well if you had nominated Bernie, that wouldn't have happened. You nominated Hillary, who would have put the same lobbyists there and wouldn't have gotten rid of this Irish/Dutch sandwich loophole, which is actually a very big deal (bigger than carried interest by volume I think).
