That's usually how modern Aircraft Carriers operate, they have multiple Aircraft on deck pre-planned, and ready to go, the UN Spacy operates on similar principles to the US equivalent.

Then the aircraft carrier wins with a small marginal.
It should win by a much larger margin since it can pre-stage the aircrafts and make them all ready to launch and have higher volume. What your aircraft carrier is designed to do is operate under stealth and hit a target from a vector that the enemy isn't expecting enemies to come from. Ergo the stealth aspect.

But if they are inside the ship, then the taxi and elevator process will take longer, and the catapult wins.
But usually there are 2-3 elevators operating at the same time along with multiple catapults.

But if it was an emergency... then the Valkyries would probably fly up from the elevator shafts in gerwalk and battroid mode faster.
You only do that if you have a power outage or the elevator is stuck on the bottom. That should be a very rare occurance.
