augh my brother visiting is more stressful than enjoyable

earlier in the week he stole my dad's care at night to go visit his girlfriend and it's so frustrating, he seems to plan on doing it again but my dad obviously knew about it since the gas as depleted and there was some damage so he'll keep closer guard of his keys now... doesn't want to confront gbro about it though

Damn, Im really sorry to hear that. Is damaging the car when he drives the usual for him?
Seems like hes old enough where your dad can threaten legal issues if it goes on any further but Im sure no one wants it to go there. I think having a good talk around the dinner table about it would be a good idea but I know from experience that its hard to get it started if theres been too much tension. Sometimes letting the tension out is whats needed for things to go forward but of course it can also be a terrible idea.
If its not too bad and you dont want to rock the boat too much I guess theres also the option of just waiting it out until he leaves.
I dont know your situation at all though so these are just some generic suggestions.
