It's generally standard operating procedure in wrestling that, in cases where someone has to be subbed into a match, the substitute will usually go over. A fair number of people predicted Braun winning because of that, even if it makes absolutely no sense by most narrative/booking standards.

Combined with the fact that they're not going to want to keep paying Goldberg astronomical money to keep making appearances in the current environment, and it probably made sense to switch the belt to Braun. Even if it did contribute to the generally clusterfucky nature of the show. Nearly every major decision they made over both shows feels "wrong" in terms of storytelling.

Well, except for Otis. But that's the one a lot of people didn't expect was going to happen, because Vince hates fat people and doesn't feel like they deserve to get attractive women to like them.

And Bray. But I'm still not sure that match actually happened, and wasn't just the result of a wild acid trip I went on after someone spiked something I ate or drank.

It feels like a case of too little, too late to me. They should have pulled the trigger on him a few years ago when fans were actually red hot for him, and his body was still in shape to be a top-tier performer. But his size is a drawback, because it means he's going to break down to injuries sooner, and it's already started happening a bit with him.

Plus, with him putting his foot and most of the rest of his leg squarely in his mouth a short time ago, he might actually have the least fan support he's ever had right now... which might make this the worst possible time to give him a run with the top title. Unless they're planning to lean into it the way they did with Seth "I can't stop being an asshole on Twitter" Rollins, have him deliberately play up the assholery, and turn the fans against him to power up as a heel, so when we eventually get back to something resembling normal, they'll just have Roman beat him for the title, so Roman can have his 47th coronation (because Vince is convinced that, if he keeps doing it, eventually one of these times it's actually going to work)
